Specifically, the new management measures encourage enterprises to use fly ash to develop high-aluminum fly ash to extract alumina and related products; to develop technically mature large-volume fly ash new wall materials; to use fly ash as cement admixture And in the raw material instead of clay for the ingredients; the use of fly ash as a commercial concrete admixture.

According to the method, the ash-producing unit is encouraged to sort and process the fly ash, and the finished fly ash that meets the national or industrial standards can be charged appropriately. The charging standard is determined by both the production and the ash according to the processing cost and quality. It also encourages ash-producing units to enter into long-term supply agreements with ash units. In addition, the relevant departments will give some support to the independent innovation research of fly ash high-volume and high value-added key common technology.
